The video there isn't a video of the actual experiment, it's just a recreation of the experiment. The actual experiments happened before the film was taken, but whether or not they were actually successful is really up for debate. Gotta keep in mind that it was a Soviet Union experiment in 1940, so it may very well have been faked to make the Soviet Union look more medically advanced.
That video is a snippet from a film called "[URL="http://en.wikipedia.org/wiki/File:Experime1940.ogv"]Experiments in the Revival of Organisms"[/URL]. It's some pretty science-fiction-y stuff for 1930's medical tech.
