I'd guess he took a picture with a semi-long shutter time, and while the photo was taken, he changed the focal length of his lens.
I've done it a couple of times, but never gotten it to look as pretty has he did in that photo. And I'm still a bit skeptical that it hasn't been post-processed at all, because those colors look too good to be true. But who knows.

It is photoshopped, he's lying.
Zooming the lens while exposing gives a similar but different effect, also the contrast and vigenette has obviously been done in photoshop (or similar).
