The cameraman was probably in the process of still swinging the camera when he took the photo. The photo was later horribly uploaded onto a computer with a terrible scanner. You can obviously see a black streak down the middle of the photo from where it was either developed poorly, scanned poorly, or folded. Any other editing to the photo was probably done to fix damage done to the original.
