Not really. That article is about how the guy found the picture on Tumblr with a caption that claimed he was pouring acid on black children. In truth, the article describes just what Skerion said - The hotel owner was pouring acid used to clean soap scum off of pool TILES into the swimming pool to scare/harm the black people swimming in it. When it failed to deter them, a cop went in and arrested them.

Not to detract from how horrible that is, but you'd need an extremely powerful acid for it to do anything when dissolved in an entire pool. It seems it is more symbolic a move than anything.
