I've never seen those anywhere in America. It's more likely that the ones in fallout are reflectors. They're basically colored mirrors that reflect headlight light to make it easier to see the divider in the dark. They're also on most signs and on the metal guardrails on either side of freeways.

My town has them.
We had a pilot program where it sprayed de-icer on a hill in the winter. We spent $3 million on it.
First winter it broke down. City called the manufacturer. Manufacturer went out of business a month after it was installed and told nobody. We've never used it since.

Hell, they refuse to even fix our roads. I live in Indianapolis and jesus christ some of the potholes it's like falling into someones basement.

I lived up in Flint for a while and those roads were literally worse than hitler. Driving on southern Georgia dirt backroads felt like I was driving on silk compared to Detroit roads.
I remember some Democrats in the state senate were wanting to legalize marijuana and tax it to hell and use the funds to fix the roads. People were calling it "Pot heads for Pot holes".
Though the reflectors on the road and on signs are a special type of reflector. The term is retro-reflector, and pretty much they reflect light back in the same direction that it came in.
