Kind of. The Romans didn't really consider homosexuality the way we do - they had "men who penetrated" and "men who liked to be penetrated". To them, it didn't really matter what you stuck your dick in as long as you were the one doing the sticking - anything else was childish or unmanly.
It also varied considerably based on social class and age. Pederasty was fine for both parties, and young men in general were allowed to have gay sex as long as they stopped being the receiving party when they grew up.
