Kinda, FDF will use conscripts currently in service when police or fire departments need cooperative help once in a while. For example, when a water pipe blew up in the Helsinki metro system a couple of years ago, conscripts were used to fill and place sand bags to prevent more flooding.

No shit the Soviets weren't playing nice but it's still Neutrality. When Germany and Finland were teamed up and fighting the Soviets off Finish soil, they did the same thing where they peaced-out of the war and forced Germany off their land, even going as far as to attack medical convoys and take German troops prisoner.
