CP-1 did achieve criticality. It was built in an old rackets court under Stagg Field. It had no cooling of any kind. The idea was to just turn it off before heat buildup became an issue. It was also the only reactor ever to be controlled only manually. It had no electronic control, or backup. The rods were operated buy hand.
