What's the "definition" of something being cel-shaded? I've been hearing that you can do it with both lighting and/or textures, but I don't understand the difference

Cel shading is meant to be a shader that makes 3d models look like comic books art so most of the time the shader creates simple shadows and an outline around the model, as far as texturing goes mostly they are just simply colors.
Those shown above are technically not cel shaded because they are rendered without an outline or shadows. The texturing is good though. The top one is cel shaded with no outline.

I didn't exactly have a good term other than "flat colouring". I felt that i would get my point across better by using Cel Shading as a general term, but I guess I should have gone with the other one.
some kittens i rescued and will give soon, there were three but one died out of lung infection. Someone put them in a bag to suffocate and threw it in dumpster, but my friend and me heard them. They eyes weren't even open yet, now they strong

Wow, what the shit? I didn't know people actually did that kind of crap, I mean, I knew some did but I thought it was extremely uncommon.
I remember a guy posted a video on some site ages ago of him suffocating a pile of kittens in a bag and 4chan ended up figuring out who he was and got him in trouble.
Why the hell do people suffocate kittens? Is it illegal to give them away or something?
I rather let them be stray in a forest or something rather than kill them all. That's just messed up.
I mean, there's just so many other solutions, I don't see the reasoning as to why someone would pick the very worst unless they get a kick out of killing.

It's basically a model that's duplicated to be slightly larger and covers itself. The inside faces of the larger outer model is black whereas the outside is transparent, so you only see the places where it wraps around the model underneath. Flat textures add to the effect.

Nope, that's just a trick used to imitate the border effect without using shaders.
Cel-shading, itself, does not require borders (see Wind Waker for a good example). All it really is is a level of indirection on top of a normal lighting pass (usually Gouraud, sometimes Phong).
Traditional rendering uses math like this for each pixel:
Output color = Color of Texel * Color of Lighting
There's some complications, of course, with ambient, diffuse and specular lighting, but that's the basic principle.
Cel-shading works differently. Basically, instead of using a 2D texture with a UV map to "wrap" the texture around the model, you assign a 1D texture to the entire model. You then sum up all the lighting at each pixel being rasterized, and you use that sum to look up which color to render. This texture usually "clumps" levels of lighting together, giving the bands of color you normally see, rather than the smooth gradients of traditional shading.
There are alternate models where a 2D shading texture is used (for different-colored lighting), or where the cel shading is applied on top of traditional shading, but those, again, are complications.
The trick you described is only for the border effect that is commonly, but not always, combined with cel-shading. This trick is not commonly used by professionals, because doubling the entire model is quite a waste of resources. However, since that's the only way to do it without writing code, it's not a bad trick for modders to use - quite clever, actually. It does see some use when you only want one object to have the border.
A better way to do it is an additional post-process shader effect. You take the z buffer (or sometimes render a normal buffer), then apply an edge-detection algorithm to it. Anywhere the algorithm picks up an "edge", draw a border. This is used in, for example, the Borderlands games to highlight objects.

Hell no. It'll get dragged to port and dismantled for scrap and recycling. Nobody would want to take a vacation on a ship that sunk and had many people die in it. Theres probably still bodies stuck in the ship they'll have to recover.

It would be closer to disgusting rather than interesting. Flesh and organs don't disappear after a few days leaving clean, white skeletons. It takes quite a while for it to rot away, plus with it being under water theres going to be sea-critters using the corpses for a free meal or even as a home.
