aren't there bullets with a hollow tip or anything of the sorts to cause the bullet to explode when hitting something to cause maximum damage (imagine something like in the GIF happening inside your muscles and like the shrapnel instead of a clean piercing shot)

Yeah, some bullets are designed to break apart, tumble or flatten out on impact more easily, so that it's wider and creating more drag as it passes through soft things.

Explode is the wrong word but yes, hollow points expand upon impact but saying the cause maximum damage isn't necessarily true. They slow the bullet rapidly in comparison to your generic FMJ and have much worse penetration than an FMJ. Because of that, they'll sometimes won't penetrate far enough to damage to vital organs and blood vessels and not create a deep enough wound canal to be fatal.

That's Nice (like Nice, France, not the english adjective), the building behind it is a modern art museum of some kind, and the block head statue is a library. There were cooler places to explore so I never got closer but that should give some good google material.
