That is somewhat true, anime is pretty much cartoons and cartoons are usually made for children (or so it is at the western part)
However, there is a decent amount of Animé that are aimed towards the older audiences, For Example: Elfen Lied(it has child abuse, gruesome deaths, revenge, gore, blood and everything bad pretty much) Higurashi no Naku koro ni (Torture and gore) and so on.
I am not very good at explaining these sort of things.
