Comes out every 6th month.
OVA means Original Video Animation. They're not aired on TV, they are only obtainable from purchasing DVD/Bluray or can in some cases come bundled with a manga. They tend to be made for promotional reasons or made as extras or an additional episode for the release of a series on dvd/bluray giving the supporters of the show some extra content.
In some cases they make OVA's because they want to make long episodes with lots of work put into them. Like Katanagatari that gave out one episode every month for a year. Mobile Suit Gundam Unicorn who releases an episode every half a year. Hellsing Ultimate that's turned out a bit spontaneous, but meant to be every 6-8th month but got some hiatus because of studio change and re-releasing the first 3 OVA's before studio change in Bluray, and with that a hell of a lot of revamping to fit the style of the OVA's after those.

I've been "watching" Hellsing Ultimate for 4 years now. I don't see what the problem is with that? You just pick it up and watch it when you get to know it's out.

well in kiss x sis's case, you shouldn't worry since there are a lot of people here who follow it.

Well I won't judge you because I like some dubs but personally I think the sub is better. I think P&S VAs were poorly chosen.
