How do I know it's based on that song? While I could find an exact date of when the song was written, it seems he wrote this song out of satire. John Stump (probably) died on January 20th, 2006. So it's very much possible that he wrote this piece before the game Touhou used it. Touhou used the song in [i]The Embodiment of Scarlet Devil[/i], which was released in 2002.
But wait! It doesn't stop there!
The name "U. N. Owen" was first used in a book called Ten Little Indians, aka And Then There Were None (Which is also an attack used in Touhou by Flandre!). The book is about ten people being invited to an island by someone who claims to know them. Once everyone arrives at the island, someone starts killing them off one by one, and they don't know who it is!
(I'd like to take this second to recommend the book because it's amazing)
