Actually, there was. When Germany invaded and overtook Yugoslavia, Montenegro and Croatia were given status as independent from Yugoslavia, while the rest of Yugoslavia was given status as Serbia. All had German-installed governments. Parts of Greece, Serbia, and Bulgaria were also used to form a small nation called Pindus, which existed from 1941-44, which during the war was a principality of Germany intended to be fully independent after the war.
