every time I've tried to play GTA with friends this week they either can't load in and they go do something else, or they start playing for 5 minutes then say "be right back" then come back after a hour or so and don't want to play GTA anymore.

South Korea's government is famously regressive and prone to scapegoating. Unfortunate but it's far from unusual in the context of the continent.
Basically once the government finds an issue they tend to make a big deal of it and try to stir up a shitstorm around it. In application no one really cares but boy are they loud about it. They've talked about banning video games for over a decade.
