There is always a chance that someone using RPG Maker or Game Maker could make something close. I know its an incredible long shot in the septic tank that is no effort fan games, tutorial games with altered graphics and terrible wanna be GTA clones, but someone could do it.
This would be the part where I volunteer, except I can't keep my head and focus together long enough to even brainstorm a game idea, much less make one with VX Ace.

The humor of Postal 2 is not the same as that of the original Fallouts but it is pretty close. Other than that you're just citing some pretty vanilla games. PoE even had that panic over a very small easter egg joke.
Fallout discussed some of the most horrible topics imaginable, drugs, rape, abuse, slavery, etc, in a compelling way and even managed to make jokes about those topics.
However, I will concede that I'm incorrect as I wasn't thinking with New Vegas and certain Jrpgs in mind. My focus was on the west and not vegas for whatever reason.

Also I wasn't citing PoE as having the same humor as Fallout 1/2.
There are tons of games that deal with the same themes and have similar humor to fo1/2. Just because a small handful of games get yelled at by some super pc people doesn't mean every single video game company ever is gonna bend to those morons.
Video games are slowly expanding into even more mature themes and ways of handling those themes. To deny that is just ignorant.
