To me, that just means there's no clear direction or common theme to the world which makes writing a compelling story that deeply involves the lore impossible. Personally, I love the style of TES lore. [I]Everything[/I], from ingame conversations to developer's comments outside the game (the devs almost always roleplay as in-universe characters when talking about the lore) is subject to an unreliable narrator. It makes the world feel a lot more real when you often only know as much as your character, and it really gels nicely with the style of the games.
