It used to be cheap. You can notice lots of stills and miminal animation. Nonetheless, it's done in a way that's often more interesting than full animation.

They're doing more animation overall and the quality of it is getting better. But they could still work on doing more all around 16-20fps animation instead of 2-12fps animation and less 24fps animation in certain small unnecessary scenes.
