If you got a stable FPS of 30, not an average of 30 FPS dropping up and down then 30FPS is smooth. Many games also locks the framerate at 60FPS and after that any FPS above is just an indication of what you have to chew on performance wise.
You will always notice a difference with more FPS (as long as it doesn't lock it of course, but you can trick yourself into believing it is a difference), but none that matters. Your eye just has more frames to pick out in it's ~28 FPS.

But I actually have a hard time playing a game at 30 fps. The mouse feels jittery and not entirely responsive. It feels like it jumps around a bit. I do horrible when I play a FPS game and only have a framerate of 30, mainly because trying to aim feels like a slide show.

Lucky Star if you can handle 16 year olds looking like 9 year olds. Contains sexual jokes, but not visually beyond looking at ones flat breasts when fully clothed. (The first episode is an ear bleeder, but give it a try beyond that)
Sayonara Zetsubou Sensei. It has sexual stuff and such, but in a hilarious parody way. "dark" humor criticizing everything and everyone in society both negatively and positively. It's about a suicidal teacher and his class filled with only extreme personalities of every kind.
Genshiken is a nice show about a bunch of guys in an anime club at their school. Perverted? Kinda. But that follows with the stereotypical anime watcher.
Great Teacher Onizuka. It's all about him being quite the pervert, which is why he becomes a teacher. But it's a great show and what little it has of teenage girls in their bras and panties is nothing that's going to bother you or move you away from the show itself. It's about him solving his students psychological problems by being a badass. The first few episodes are terrible though, but after that it becomes really great.
