it's a stencil for spraypainting. You print it out and cut away the black part; the white is all interconnected with the paper and will stay in its place. Preferrably get your paper stuck to a thicker piece of paper/board/whatever and cut the design out of THAT. Get your stencil nice and flat against a surface of your choice, spraypaint on top and remove the stencil to reveal your stenciled spray.
you can even combine several layered stencils with different paints to make more complex images

create the stencil and use the whole method to give things a real grunge feel, you don't have to use someone else's designs. Anything looks ten thousand times cooler spray-layered than neatly hand painted. It's like screen-printing shirts.
