That would be Rocketdock. I put the bar opacity on 0% and used an icon pack called ecqlipse 2. They come with limited icons though (there are quite a few to choose from) so you may not get a skin for all your icons.

story behind the wallpaper is, a friend of mine is a Ghostbusters fanatic (as am I), he needed a logo for his Steampunk Ghostbusters project, I made him one, I liked it so much I made a wallpaper.
