Good architects usually try to make their buildings match with the surrounding architecture. Whoever designed that just decided to plop down something out of Mass Effect into the middle of a Victorian-era Swedish city.
Both of those buildings look really nice, but they don't fit together at all, that's for sure. There are examples where contemporary architecture in the middle of old looks great, one of them being University of Helsinki's new library:

All they probably had to do was buy a tourist brochure. That should include maps, hotel locations, bus routes, etc.
Knowing the Soviets, and intelligence units in general, it's quite possible that there was no real reason at the time to have a map of San Diego, and they just produced one for the sake of having it to hand if a reason ever did arise, such as briefing units on operations due to take place in the city. It could also have just been a training excercise to see how good the agents in the field were at producing accurate maps, and not being discovered in the process.
