It's an APC loaded up with Starstreak MANPAD missiles. A bot of an odd combo but a few other nations including the US have paired MANPADs with vehicles before.

Building like that straight on top of things would very easily result in the upper sections collapsing down on to the lower sections with our current building materials and techniques.

There's a serious risk of part of the city collapsing if they build on top of it too much. I can't imagine that concentrating the weight of an entire extra city on a few pillars would be any better for the infrastructure.
