They're for other concept artists, other people in the production pipeline or media investors/producers. The figure is there to establish depth and scale, and often to give a sense of the types of people that inhabit that world/zone. You may be sick of that type of image in the same way that somebody who doesn't sew for a living would be sick of seeing supposedly identical dotted-lines-and-crosshatched-paper sewing patterns, but the similarity serves a symbol and concept-based function
