Most of those remaining aircraft are either holding before landing, still en-route to an airport or already out of the restricted US airspace that was affected by the flight ban.

JPATS is an agency of the US Government tasked with transporting prisoners/illegal aliens over longer distances between prisons, detaining centers, and other locations. Operating with the ICAO code DOJ and callsign JUSTICE, JPATS uses four Boeing 727s, four MD-80s, and two Boeing 737s to supplement its operations, commonly in a plain white color scheme. JPATS has the capability to transport prisoners between virtually every major US city, and its flight schedules are hidden from public view. Additionally, prisoners are given little advance notice for their flight, to deter escapes and sabotage. As a side note, JPATS was also the only non-military passenger air service allowed to continue flying in US airspace immediately following the 9/11 attacks.
