It's supposed to evoke ideas of strength, weight, imperiousness, neutrality, and rawness (there's rarely any ornateness to brutalist designs). In places like prisons or military buildings this "strong" tone to the look of the buildings is brought to its extreme: Intimidation. For parking garages and malls, the neutrality and cost effectiveness is brought to the forefront, making the building look so plain and blank that people wouldn't care much about it. (In a mall's case, this is to make the inside look more appealing) For post-golden age (1970's) high rises, designers just have fun with the cheapness of bare concrete and do a whole bunch of crazy cubist shit that's evokes Frank Lloyd Wright to a degree.
