Looks like the skyscrapers are actually pretty new. There looks to be at least 4 incomplete skyscrapers just in that shot. Also what the hell is up with that skyscraper on the far right? It looks like it's falling over or something.

For once, gravity is actually NOT to blame for the state of a planet, it's actually like this because of Mars' planetary core having a premature cooling, which destroyed Mars' magnetic field, the atmosphere got stripped off by cosmic rays and water has a hard time staying in liquid form in the low pressure that is the current atmosphere of Mars.
