Star Conflict, it's pretty nifty space shooter. Surprised nobody mentioned this F2P gem. Other than that I would still say DOTA2.
You just need to grind a bit at first (it's MMO I guess) but you'll get cool ships and cool weapons (lasers pew pew), and it's awesome to maneuver in space with great speed and floating obstacles etc.
Grand Theft Auto 1 and 2 are free.

DoomRL, if you like Roguelikes, though its a decent entryway into Roguelikes.
I think the original Shadow Warrior is still free on Steam if you like old school FPS' and don't mind using DOS Box as the source ports are a pain in the ass to get running.
Mabinogi, though be aware it isn't "click on monster, watch yourself auto attack until it dies" MMORPG.
Anarchy Online, though graphically is shows that its a 12 year old game and it has a bit of a learning curve. The Free version only gives you access to "Vanilla" content, so while there is a considerable amount to do there's a lot you can't do.
