i like baka to test but it would honestly be a lot lot lot better if it didn't rely on running jokes so much
i mean it has this varied cast and yet it chooses to recycles jokes over creating new ones with different character interactions

There [i]are[/i] times when explaining the joke is appropriate and can add to the humor. Take this recent example from Nisemonogatari:

Why are you telling me this? Nisemonogatari's approach on explaining the joke is completely fucking different, the explanation of the joke and the joke isn't even the joke.
