'07 because the mods were strict, but not ridiculous; there were true custom forums; there was smartness; and there were ratings that showed up in your profile. The worst year was '08 because of the up/down ratings only, no custom forums, and beginning of the decline of the mods.
As far as I remember it all started going downhill from 08, and I joined in 07, so I'm going to say 07!
'07 when I first started lurking.
'10 since I joined this year and can only really make judgments from this year since I haven't seen it before now. I lurked ever so slightly in 2008 and 2009 but I only came here following links from GMod.org and never explored the site until later.
05 and 06. Gif avatars, and the forums seemed a little more... facepunch-y, I suppose.
