Sometimes people are telling other people problems they have e.g. they borrow mony off their friends and don't give it back and said person needs to be told, but you may not want to have an argument so you use no offence.
I say no offense when something can be perceived as offensive but it is not intended.

Then just say something like "I don't mean that the way you think I mean it." then. To be completely honest, "no offense" is used when people say something they know is offensive and want to get away with it, so the person you were saying that to immediately thought you meant it in the offensive way.
