How can i condense a youtube vid to a clip i want?

I'm trying to get a scene of Spongebob Squarepants where his bubble buddy is on the run from the mob and the mob is explaining why they hate him. Especially the part where the guy claims that "he has burned our crops, poisoned our water supply, and delivered a plague onto our houses"
"He did?"
"No, but are we going to wait around until he does?"

im trying to get it as a reaction post

So if i was able to find the episode on youtube how could i size it down to that clip only? (unless there is already that clip out there, please post the link, thanks)
