I've always imagined a massive Beldum hovering over a city, it's one eye looking down as people look back up at it.
The resulting Metagross from that Beldum would be a legendary in itself.

That's the general idea. Or that the Beldum's eye would flash briefly and then the humans and Pokemon of the city who had stared into its eye would all have their eyes turn into the Beldum's and forcefully force the people and Pokemon who didn't look into its eye to do so, creating more Beldum slaves.
It would be up to a small group of people and Pokemon to avoid looking in the Beldum's eye and the Beldum-zombies while searching for a way to defeat it and free the population.
