Not in my experience.
I've never actually worked from a video (i.e. making a section of a video into a GIF) but instead I usually work with individual frames already available to me.
There is this [I]wonderful[/I] and extremely powerful command line program called Gifsicle (Windows, Mac, Linux) which is really great for making GIFs. APNGs, however, have a few command line programs and they are all utter shit capable of jack shit.

You both don't understand. At times there is [i]literally[/i] nothing you can do to calm a kid down. Especially on a flight or something because they'll be bored and much more limited in what they can do to comfort themselves. Kids don't run on logic and forethought, especially at that age. They run off emotions and impulse, both of which they haven't learned to control.

It's just really frustrating seeing a screaming kid 3-4 years old who clearly understands english and discipline sitting next to their parents who don't even say "shush" to them. If they told their children to behave and they didn't, I could at least respect that. But to do absolutely nothing? To not even calmly say "quiet" to them?
That's the thing. Think of being a parent who has to deal with this 24/7. After awhile you just give up. If it's not going to work, why would you even bother trying? No point in wasting the energy to tell them to be quiet if it won't accomplish anything and if nothing at all can actually get them to be quiet then there's no point in trying any of it.
