It's just like how in Skyrim everything is the color "pale". Just because it's cold doesn't mean that everything turns grayish, especially the torches. When it gets cold where I live (as in below freezing, not just chilly), I don't lose color by stepping outside. In Fallout's case, things don't lose color just because they're in a desert. Colors may be washed out by the sunlight, but it's ridiculous indoors.
