People are more upset that it just doesn't seem worth it for people who already own it. If you don't have the game or don't have the dlc it's sorta worth it. The new enemy placement can either make or break it for you. Sometimes it's actually pretty good, sometimes it's appalling.

When I went to BCT, I had the same fireguard shift every night. I was always me and a couple of other guys from our platoon. One of them was a proud Kentuckian, a decent guy, easygoing. He ended up being one of my friends throughout basic.
By the end of basic, I was saying shit like "I seen this happen" or "I done this". Drove my family nuts when I got back.

It changes the lighting (Exteriors are too bright, even with brightness set to lowest), item placements, enemy placements, NPC placements, adds some new NPC summons, I've only seen 1 texture improvement (Old Knights / Heide's Tower big guys have better normals / parallax mapping).
There is nothing Specific to DX11 that couldn't have been done in the original release. The shadows aren't even improved.
So I go from chasing down and murdering den mothers and poaching eggs to fishing. I guess this is life int he world of Monster Hunter: Big Guy edition
