It's expanded on and starts becoming far less implication in the later novels. I don't remember how much though, before [sp]the amnesia incident anyway[/sp].
Either way, Tigre and Ellen are an official shipping. Shy of them being written explicitly fucking, there's very little that states otherwise. Tigre's obliviousness isn't the only thing that has him turning down other women.
