no not for fat characters, in general (I don't actually have any fat females who are using them)
it's definitely due to something going wrong with the low polies (probably because of the footwear), but I'm not sure how or why. At least jersey + spats works fine (and has the right footwear)

However I'm still not noticing any issues with low poly so I'm inclined to believe you either have a bad install or a problem with hexa, so I'd say it's the latter before I'd throw out assuming it's your game itself. Have you ever tried unistalling and reinstalling HEXA to get rid of the issue? Make sure to delete the HEXA files when you unistall/reinstall, they're all the jg2p0x_00_HEXA_X.pp files (x number and 2nd X being like A~K), careful not to mix them up with hexa hair's jg2e02_00_HEXA~jg2e02_03_HEXA.pp files.
