It steadily declines from ep 4 and onwards, but the overall quality of the show remains fantastic.
It just delves too much into serious talk and trying to make you care about characters that are not worth caring about and setting up this grand story that is ultimately pointless because it's all about Alucard being a badass vampire.
Alucard being a badass vampire as stapled very well in the start, is showed into the corner as if it wasn't all that exciting, and instead replaces his glorious presence with Alucards new secretary and armyman talking to eachother and establishing relationships and dealing with enemies without the aid of Alucard. Also all sorts of bullshit talk explaining why the situation is as it is amongst the church, the vampires and the nazis and moving the "story" along.
There is also this major problem with the time it took the OVAs to be produced. It took me 5 years to watch it as it was airing, meaning my preference and taste in entertainment had wildly changed from when I started watching it until I finished it, which probably also didn't help my impression of it.
