Actually Film 4 have shows quite a few subbed things, but I'm not sure if they've shown subbed anime before. I doubt it.
Regardless, the fact that it was animated by Studio Ghibli tells us that it will be a dub.

Anime fails massively in Britain whenever someone tries to put it on TV since the viewing figures are always way too low, even when it's put on a popular channel.
We do still get anime though, because of Channel 4. It's a public service broadcaster and is required by law to provide "a broad range of high quality and diverse programming", which includes anime. They've got their asses covered by showing Studio Ghibli films on film 4 every now and then. It's not much, but at least it's something.

This, the last remotely anime thing I saw on UK TV was Spirited Away, and that doesn't really count for how mainstream it is. Must have been about 4 years ago now aswell.
