There are three types of irony: dramatic, situational, and verbal.
Dramatic- When the audience/reader knows something the characters in the story don't. eg: Juliet took poison to make her appear dead, which Romeo doesn't know while the audience does.
Situational- When the outcome that occurs is different from the expected outcome. eg: Getting hit by an ambulance
Verbal irony- When the words that are said are not what is meant. Also known as sarcasm.

It's vague but also correct.
You expect to be picked up and helped by the ambulance, but the outcome is that you get run over and killed by the ambulance.
I guess it would be more correct this way:
"When the outcome that occurs is the opposite of the expected outcome".
A policeman being arrested by criminals.
Missing a call because you were on the phone.
