You should make it into an entire Derma skin. There aren't enough proper skins that aren't simple recolours.

The problem is that the stripes are 4x4 repeated, so you would have to draw the 4x4 box of stripes over the entire surface of the panel, making it rape your FPS :/
Why not make the stripes a 512x512 texture and use surface.DrawPoly to clip?
