It's only based on IP if you are using Steam in Offline mode, I believe.

Smartness is a multiplayer only thing.
how about you write some sort of voice recognition to determine if a player is "dumb" while they are using voice chat.

Impossible without a module - you would need to check the pitch of the sound.
There's far much more audible modulation detection than that within speech recognition.

The main use for this, I would think would be for reducing young kids' smartness - which could be detected by pitch. You could do a lot more though.

Gmod9 was never the game Garry's Mod is now, a "conversion" pack or addon was feasible back then. However this is now a gigantic community where retail is where the majority of players will be using. To create such a pack is to break Garry's Mod into a mod of it's self. Something like that is just retarded and will never work.
From what I have seen you are not some great coder nor have the skills, knowledge or ability to create Gmod Plus from what you wish to see what it could be from your eyes. Gmod Plus will never catch on and to constantly advertise it only dooms it more because we see what I have just stated where as you apparently do not.
There are reasons Garry's Mod does not ship with a CS:S Gamemode, there are reasons an ingame Smartness script is dumb and that to label all your scripts as a conversion pack your entire project is pointless.
The entire Gmod Plus as it is now is just plain retarded, no one wants all this stuff in a gigantic "conversion pack", all of Gmod Plus should be individual scripts that could be downloaded individually.

I was thinking of setting the smartness default to 500 instead, like a modified version to fit gameplay. Instead of incrementing by 1, you increment by 5, losses are generally around 15.
Basically, the need to not be stupid would be something players mentally instilled.
