I don't understand the whole "to a certain extent" because if you're not using tf2 resources you're just using hl2/css resources anyways. We just don't want people to remake TF2 gamemodes or copy ideas.

That's kind of unrelated, it depends on the gamemode and amount of stuff going on. I guess 33 since its what all the cool kids set it to but if you need to then set it to 16 and if you can, go 66.

33 sounds good, nobody will notice anything higher, since 33 tick updates every 30ms and from what I heard humans can detect input up to 25ms but I could be wrong. Nobody can go that low anyways.

Higher tick means the server updates more. It can give you stuff like more accurate hit boxes but at the cost of resources.
I think issues arise from anything besides 66 tickrate.

Are the gamemodes going to be tested as a group in multiplayer, or individually?
If multiplayer, are they all going to be playing at once? It'd be nice to know what we're working with here.

They're tested sequentially by the judges in a multiplayer server.

I just spent 30 minutes trying to figure out why I couldn't inflict damage to anything in my gamemode only to find out 10 seconds ago that I had accidentally set everything to be god like, 3 lines into the init.
