It's no big deal. Want to make sure they won't disturb your server? Well then, Ban their steamid. Ip banning is only temporary since alot of people know how to reset it, or they modem/router will do it for them upon restart. If someone important or common in the server get's spoofed, They can simply ask to get unbanned. You could just kick them by the way, You don't even need to ban them. And private profiles, Again, Just leave a message: "To play on this server your profile musn't be private". There's absolutely no reason anyway to have a private profile in steam. What are you hiding? Your games?

The SteamID:s are spoofed. Also, maybe some people like playing Steam games but want at least some 'privacy'. There are valid reasons to have a private profile, otherwise they wouldn't exist.
BB is not Serenity. Avaster is not smart, and he is not even a creator of anything at all like people say he is honestly. Avaster sells it, which is why his account was banned.

That already is happening. deadcode.info, which is the domain for the serenity-project (and other stuff like OpenSteamWorks) is unreachable.
