He didn't use VAC to ban people himself; VAC is automatic. GAC sends him the information directly.

At the moment, GAC doesn't seem to be active, and no binaries are packed (like it was before garry banned 1k500 cheaters)
It's because with Seth KIA, he has nothing to worry about.

Mainly because Sethhack was public enough to catch Garry's attention. All these small time hacks people are currently still making, will doubtfully ever reach the point SH was at.
The function to send the payload still exists [url=http://puu.sh/6OJpy.png]in memory[/url], as does [url=http://puu.sh/6OJuh.png]the function that returns a blacklisted process list[/url] and the [url=http://puu.sh/6OJVr.png]cvar trap[/url] (as used to catch the most recent 1,500 cheaters).
I added a breakpoint in the cvar trap and it's still being called, I didn't have time to check the others.
Since as GAC is manual, I think from the above it's safe to assume it still exists and is probably still [I]active[/I].
If it was active Garry would of at least went by and do another ban wave
