I still support the moderation ideas. I will cheer on the day those shitty "Super weapon series" SWEPs get removed from Toybox. Christ, even look at the comments page, even the author admits he's too lazy to make something good.
Just add a "5-second" rating.

Maybe just a small tutorial somewhere couldn't hurt.
I don't think adding a tutorial would be worth it. If you are smart enough to create a helpful addon, you SHOULD be smart enough to find out how to add to toybox.
Addon control:
If it is moderated, to make things easier, I'd say add something along the lines of the "5-second" rating idea. If an addon gets enough of these, the moderator is alerted to it.
That or maybe a kudo system for people. If their account on Garrysmod.org gets enough downloads or likes, they have permission to add items to toybox.
These are just brainstorms of course.

Still there's sometimes a lot of small simple 5-second ideas that work out great. You can't really draw a line anywhere. Still I like to see that shitty stuff which is popular with 12 year olds disappear.
What's more likely to happen is me and whoever I choose will be able to upgrade scripts to 'featured' status.

But what about those ones that aren't godly, but the are cool, but aren't 5-second? Since all people will ever look at is the featured list.
I think people will get tired of the featured list pretty quickly and start to scavange the rest of the scripts for unfound treasures.
I reckon
1. The current format for searching for Sents is fine (Today's uploads/Popular uploads/Browse)
2. There should be three modes that server owners can set Toybox to, Only mods can use it/Players have to request Sents to spawn them/No limits
3. Players should have the option to vote 'spammy' on Sents similar to the current votes like 'buggy', and if the spam votes reach high enough then that certain Sent won't be spawnable for non-mods i.e. it becomes an Admin Sent, regardless of server settings
