Well no, they are not exponential. However even if you split it down into a differential equations, with the suggestion that the number of cheaters are proportional to the number of players, as the number of players joining you servers tends towards a large number (non unique players), then the number of active vac banned players will tend towards zero.
Just ban everyone for possible cheating or cheating so there will NEVER be cheaters on the server
