Anytime I sign into Coderhire.com with my Steam Account, it takes me back to coderhire, and asks me to verify my email. I type in my email, and hit send. But, the email has yet to come. (It's been days; I've tried sending it multiple times); and I can't access the site unless I verify it.

You have the option to change you associated email after signup, so if you have a different email, just use that (There are some problems with some servers sending emails to servers, it's common).

It's distributed and handled via Equinox, which is UK based,
But it's payment is via PayPal and directly to the creator.
Not exactly VAT, but more consumer laws and regulations

Some guys like Kamshak is making a lot of money tho.
They feel like you´re making a lot of cash because they don´t know how annoying repos texts in menus,huds,scoreboard etc can be and call it simple like you just did write ScrH() / 2 - 50 in first and made it fit perfect.
The feeling may also come because they paid for a product and the seller earns money off and the customers hopes this script will make their server unique. Until 40 other buys it and it aint that unique anymore. If server owners shuts down there server most of them leak some scripts. At leech forums or friends.

That's down to Equinox to get it resolved. Paypal don't handle taxation, they only take a slice of the pie.
However typically the way it works (if we follow the basic gist of EU law for a moment) is an EU buyer (if you, the seller exist within the EU) must be charged at x% taxation. Garry mentioned something on his blog about this not too long ago (albeit I can't find it) and because it's still bit of a grey area (at least until 2015) it's legally easier to take the "Charge VAT to everything" route as opposed to have HMRC ramming themselves down your throat.
The reason I mention x% taxation is the tax amount depends on the state (20% for the UK, 15% minimum and as high as 27% in one state) and I believe most groups go by you must be taxed where the seller is based, albeit I've seen other groups do it where the client is based (Steam did this for a while, still seem to and they used to break it down for you, don't seem to now).

In the end, if people really want their server to be unique then what they need to do is take that money they're using for scripts and create jobs. The same people selling the scripts will apply for those jobs, and make sure you pay enough for the rights. You'll be set.
With regards to VAT, it only needs to be collected by companies who are VAT registered in the UK. Collecting tax on purchases outside of the UK is another issue, and will be something I'll be looking into at some point. The problem with it is all the different rates for the different countries and states, which at the moment need to be charged at the buyers local tax rate. Once tax can be charged at the sellers local rate (which is hopefully happening soon, as Teddi Orange has said), we can just get each seller to fill in their local tax rate (if applicable) and the problem is sorted.

Ugh, trying to buy a $4 script to take a look at and having issues.
The link it's sending me for PayPal is in polish, and im certainly not on a polish IP. I've also tried going via my london VPN and getting the same. I can fix that by changing the pl to uk in the hyperlink.
The link is also forcing me to "Pay by card" not allowing me to login and pay with my usual paypal account.

It takes 5 - 10 minutes to put a pc together, easily. The only annoying part is installing the OS, but if you have Windows 7 or greater; it doesn't rely on hardware like XP did so you could boot off an old drive to get it up and running right away. You'd need to go through the drivers, but aside from that...
Setting up Windows depends on the installer; I'd recommend using a USB drive to install Windows; goes a lot quicker than a disc.

In order to put it together you'll need to find the matching parts within your budget, order them and wait till they arrive. This takes time you know.

Do you put your computers together with duct tape and cotton? It'll take you at LEAST 5 minutes to make sure everythings seated correctly, not improperly plugged in, earthed, screwed in properly. That is, if you want to take care of your computers.

It took me like 4 hours to build my (first built) computer, and the CD drive is connected to some wires hanging out the back of the thing!
It took me like an hour and a half only because I connected a cable in the wrong place and it took me a while to figure it out. Also some things weren't explained in the book so I had to look for the answer on the internet which took me like 30 min.
