Oh, and my suspicions are caused by the fact that a guy who has 240hrs in gmod in total has purchased crapload of scripts and then reversed the payments, so I am guessing it's for one of his steam friends.

nah it just used my visa debit instead which is like an instant bank transfer, it still went through but i'm considerably more broke now.
Someone did a chargeback, and i can't use the transaction id (I tried the open case id and the payment id)
And seems like the unique method that paypal let me close the case it's just returning back the 5 dollars, SURPRISE! I don't have more money...

Maybe not just ban the referrer, but give them an infraction and ban them after a certain amount of infractions or even remove their ability to refer users.

For that; it may be better for Coderhire to be registered as a non-profit business, or business that reports its incomes and whereby they take payments for you instead of directly into your own account.
If one account is receiving the money and dispersing when requested it may help. They'd have more pull with Paypal too with how much money is going through the site. Not to mention, if someone does a chargeback instead of FIRST contacting coderhire, they can then do - account balances for the chargeback fee, an additional fee on top of that for coderhire to handle the chargeback, and the amount for the script.
They'd have to bring their account up to a 0 balance, or deposit cash before they can purchase a script.
So in a sense they'd act as an escrow, they'd take the risk but instead of banning those people that do chargebacks, penalize them and then they'd be unable to purchase anything else until they bring their account up...
A new resolution center needs to be opened within the coderhire page, and disputes must be handled by them.
Additionally, I think it would be wise during checkout to include a "purchase mail-order / hard-copy CD of the script" option. Then when they open a paypal dispute without going through resolution you can show them that there is an option to receive a hard-copy ( for a fee, just like origin does it ), or keep it strictly digital to save on the purchase price. Coderhire would be responsible to creating the cd and mailing it out with tracking number, and attaching the tracking number to the page.
To reduce the risk of too many chargebacks and them not being able to pay you; they'd need to establish a fee for each sale. 10% with 0.25 cents minimum, and $2.50 maximum. with adjustable range. So every 10 to 100 sales they can handle 1 charge-back fee.
With the resolution center, you'd have an additional bargaining chip with paypal. "We have our own customer satisfaction guarantee and they never contacted us regarding any issues with their purchase. Additionally we offer a hard-copy cd with each sale for a fee; they chose to opt-out of that purchase to save money."
With Coderhire handling payments, they'd have the resources to actually go after people that commit credit-card-fraud ( child using parents card, etc ). If the parent refuses to file a police report for the theft / fraud when they file a chargeback against the child; then Coderhire can go directly to the police.
People may not want to see a fee, but with a fee they could drop the developer $10 down to $10 from inbound money, or if no sales then $10 from you.

This isn't going to happen because everyone loses out on paypal fees. From the buyer to me, me to the seller. ~6% + $0.60 for each transaction.

When I used to get payments from Scriptlance, I wouldn't get charged the fee because they were the processing agent. Try contacting PayPal to set something like that up. That way the fees are charged 1 time only.

That could work; mail cash to coder-hire, or actually a USPS money order which is as good as cash. Then it gets deposited into their wallet / account on the site, then from there devs get paid from PayPal or by receiving a check or money-order in the mail.
